Our Construction Division is seeking a Program Consultant Supervisor Construction to join our team. The purpose of this position is to assist the Contracts section in advertising and executing VDOT’s Paving projects. Develop and review for accuracy Paving project proposals, contracts and estimates. Provide technical guidance, and problem resolution to internal and external customers.
The selected candidate will be responsible for:
• Procedure Development: Assist in developing policies, procedures and instructions to clarify and guide statewide personnel involved in all stages of engineering related to construction.
• Teamwork and Customer Service: Demonstrates customer service and work habits that reflect the VDOT Values Plans or documents complex specific maintenance and construction projects in accordance with the latest technological standards and legal requirements.
• Analysis and Technical Reporting: Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
• Contracts: Write contract specifications and document project specific notes detailing the engineering expectation unique to the specific maintenance and construction project.
• Contract Approval: Review and approve written contract specifications for inclusion in contracts.
• Manage Assigned Activities: Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
• Project Specifications: Format electronically and distribute project specifications, notes or documents developed for individual maintenance and construction projects.
• Maintain and Develop Specifications: Develop and maintain critical engineering elements for statewide maintenance and construction specifications that govern and regulate activity and incorporation of materials and services during construction.
• Policies and Procedures: Research and analyze engineering design standards, products, construction methods and procedures, and governmental legislation, regulations, policy and procedures.
• Special Assignments: Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
• Engineering Process Management: Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
• Communication: Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints.
• Project Engineering: Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
• Provide Engineering Guidance: Share knowledge of VDOT and program area policy and procedures, and electronic document processing capabilities to other engineering disciplines and construction industry through participation in committees, other divisions, departments, industries, associations, alliances; and subcommittees (as requested).
Minimum Qualifications
• Skill in the use of computers, software applications to include automated financial and database systems.
• Ability to communicate effectively orally and in writing with diverse audiences, deliver presentations and conduct meetings.
• Knowledge of project management, engineering technologies, state, federal policies and procedures.
• Ability to read, interpret construction plans, specifications, contracts, standards and policies.
• Knowledge of supervisory, human resources practices, principles to include hiring, discipline, performance management and employee development.
• Ability to make sound decisions on complex contractual issues.
• Ability to work with all levels in the organization.
• Knowledge of VDOT, AASHTO, value engineering, federal design and construction standards and specifications.
Additional Considerations
• A combination of training, experience, or education in Business Administration, Civil Engineering, Construction Engineering, Industrial Engineering, or related field desired.
• Experience in estimating Preventive, Corrective and Restorative Maintenance projects.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
