About the Role
RL James and the HHCP platform are seeking a highly capable Procurement Manager to lead strategic sourcing across construction materials and equipment rentals.
This is a high-impact role responsible for approximately $22M in annual spend, including coatings, caulks, sealants, waterproofing, plasters, specialty construction materials, MRO supplies, and rental equipment. The Procurement Manager will help transform a decentralized purchasing environment into a more disciplined, data-driven, and cost-effective procurement function.
The right candidate will bring strong sourcing discipline, supplier negotiation experience, construction materials knowledge, and the ability to turn spend data into measurable savings. This role is not simply about placing orders, it is about building supplier leverage, improving cost visibility, strengthening contract compliance, and delivering real EBITDA impact across the platform.
Scope of Work
The Procurement Manager will lead procurement strategy and execution across materials and equipment rental categories, with primary responsibility for materials procurement and secondary responsibility for rental governance.
This includes supplier consolidation, pricing negotiations, rebate management, contract compliance, invoice controls, procurement reporting, and cross-functional support for Operations, Estimating, Finance, AP, and field teams.
Key Responsibilities
Strategic Sourcing & Supplier Management
- Lead sourcing initiatives for coatings, sealants, waterproofing, plasters, specialty materials, MRO, and equipment rentals.
- Negotiate supplier agreements, pricing programs, rebates, and contract terms.
- Consolidate spend across operating companies to improve leverage and reduce cost variation.
- Build and maintain preferred supplier programs by category and operating company.
- Evaluate alternative suppliers, materials, and sourcing strategies without compromising quality or field performance.
Materials Procurement
- Manage approximately $20M in annual materials spend.
- Create pricing consistency across operating companies and reduce fragmented purchasing.
- Partner with estimators and operations teams to ensure project pricing reflects current supplier agreements.
- Monitor market pricing, supplier increases, commodity trends, and cost avoidance opportunities.
- Develop supplier scorecards focused on pricing, service, quality, delivery, and responsiveness.
Equipment Rental Governance
- Manage approximately $2M in equipment rental spend.
- Maintain rental rate cards, supplier agreements, and MSA documentation.
- Monitor rental invoices for rate accuracy, unauthorized fees, and contract compliance.
- Support rebate tracking and supplier tier attainment with national rental partners.
- Resolve billing discrepancies in partnership with AP and field teams.
Financial Impact & Reporting
- Track cost savings, cost avoidance, rebates, and procurement performance.
- Maintain a savings register with clear baseline, methodology, and annualized impact.
- Build spend reports, pricing variance analysis, supplier scorecards, and procurement dashboards.
- Provide monthly and quarterly reporting to leadership tied to EBITDA performance.
- Support budgeting, forecasting, and bid-stage cost modeling as needed.
Process, Compliance & Field Support
- Improve procurement controls, approval processes, and off contract spend visibility.
- Support Sage Intacct vendor records, contract documentation, and procurement workflows.
- Train estimators, superintendents, AP teams, and operating company leaders on preferred suppliers and pricing tools.
- Partner with operating company leaders to improve procurement adoption and purchasing discipline.
What Were Looking For
Required Qualifications
- 7+ years of procurement, strategic sourcing, or category management experience.
- Experience managing direct spend categories of $10M or more.
- Strong contract negotiation and supplier management experience.
- Experience in construction, specialty contracting, manufacturing, distribution, or another project-based environment.
- Strong analytical skills, including spend analysis, pricing comparisons, savings tracking, and Excel-based modeling.
- Ability to work across field teams, finance, AP, estimators, operating leaders, and suppliers.
- Experience in multi-site or decentralized organizations.
- Valid drivers license and ability to travel approximately 2025%.
Preferred Qualifications
- Experience sourcing construction materials such as coatings, sealants, waterproofing, plasters, adhesives, surface prep, windows, framing, board, tools, or MRO supplies.
- Familiarity with suppliers such as QXO, Sherwin-Williams, White Cap, United Rentals, Sunbelt Rentals, or similar national and regional suppliers.
- Experience with equipment rental MSAs, rate cards, invoice compliance, and rebate programs.
- Familiarity with Sage Intacct or similar ERP/AP systems.
- Experience building preferred supplier programs in a decentralized business.
- CPM, CPSM, or CIPS certification preferred.
