Job Duties
The VA Department of Transportation's Rustburg Specialty Headquarters seeks an Inmate Crew Leader to provide on-the-job training and direction to inmate crews performing roadway maintenance activities; perform a variety of highway maintenance activities and operate specialized equipment in routine maintenance and, or emergency operations.
In addition to a comprehensive compensation and benefits package, a $3,000 sign-on bonus is available for qualified candidates who have a current CDL. Current VDOT employees are not eligible for the sign-on bonus.
Minimum Qualifications
• Ability to perform heavy manual labor.
• Ability to provide technical direction and guidance to a variety of laborers.
• Knowledge of safety policies, procedures, and programs related to roadway construction and maintenance.
• Skill in operating and maintaining light, medium and heavy-duty equipment, as well as hand and power tools.
• Safety shoes required.
• Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.
• Ability to plan work schedules and assign manpower, materials, and equipment needed to accomplish the job.
• Ability to complete reports and records.
• Considerable knowledge of highway maintenance equipment, materials, methods, and procedures.
• Ability to obtain Department of Corrections inmate and firearms certifications and work zone safety and flagger certification.

• VADOC PREA (Virginia Department of Corrections Prison Rape Elimination Act) for Institutional Staff
• Possession of Department of Corrections Inmate and firearms certifications.
• Experience in roadway maintenance and, or construction and equipment operations.
• Intermediate Work Zone Traffic Control Safety
• VADOC PREA Fraternization for Non-Institutional Staff
• Experience performing emergency operations to include snow-removal, storm damage and accident clean-up.
• Commercial Driver's License
• A combination of training, experience, or education in Construction, Emergency Operations, or related field desired.
• VADOC Supervision & Firearms Certification/Recertification Course
• Flagger

VDOT is an emergency response agency, therefore you will work outside of normal work hours during emergency operations when services are needed.
NOTE: All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7, 2022, new Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL to a Class A from a Class B, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training.
