Our Structure and Bridge Division is seeking an Engineer Structure & Bridge Maintenance Management to join our team. This position is responsible for analyzing VDOT structures inventory data to develop strategies that enhance safety and extend the service life of structures. This includes assessing structures conditions, understanding the performance of structures elements and components, conducting life-cycle cost analysis, and using optimization techniques to determine the most effective actions and the optimal timing for their implementation. The role also involves managing bridge inventory data and monitoring the condition of structures to ensure compliance with established performance measures.
The selected candidate will be responsible for
• Teamwork and Customer Service: Demonstrating a proactive work ethic with strong attention to detail and the ability to consistently deliver precise results as per given instructions. Exhibiting customer service skills and work habits aligned with VDOT values, while effectively coordinating the flow of information both orally and in writing.
• Analysis and Technical Reporting: Analyzing and interpreting engineering data and information. Preparing complete, clear and concise reports and recommendations.
• Data Analysis: Using software to include Excel, Python, Power BI, statistical software, GIS; use and modify databases, and or SQL and VBA to collect, extract or combine data for data analysis; and analyzing data for trends, anomalies, and maintenance insights. Conducting analysis of NBI, NBE, financial and other data; and drawing rational conclusions, develop solutions, and propose recommendations from the analysis. Completing aspects of the bridge maintenance, management and asset management program including bridge management, performance management, risk quantification and analysis, life-cycle cost analysis, multi-objective optimization and funding analysis.
• Report Creation and Data Visualization: Developing presentations, SharePoint Sites, web pages, dashboards, and comprehensive reports. Generating clear reports with actionable recommendations. Presenting complex data in understandable formats.
• Manage Assigned Activities: Planning, scheduling and coordinating engineering program activities such that deliverables are met within the established scope and timeline.
• Quality Program: Assisting with implementation of the Quality Program for assigned roles such as Developer, Quality Control Checker, Quality Assurance Reviewer, or manager of the project, task or assignment.
• Program Assistance: Helping with project selection, programming and funding of bridge projects for the construction program.
• Office Practices: Developing office practices in terms of standards, specifications, codes, and regulations for analysis and design requirements, design plans, specifications, special provisions, quantities, project cost estimates, construction cost estimates and constructability for the maintenance, repair, widening and rehabilitation of bridges, culverts and other structures. Collaborating with the Virginia Transportation Research Council (VTRC) on applied research and implementation projects. Collaborating with peers, industry and stakeholders including other divisions, districts, VTRC, localities, and construction industry.
• Design and Analysis of Structural Elements: Completing structural analysis and design of bridges, culverts and other structures including sizing and detailing of components. Ensuring the above complies with VDOT and AASHTO standards, specifications, codes, and regulations as they relate to bridge and structural design.
• Special Assignments: Managing special program initiatives and projects as assigned. Serving and representing VDOT or assigned program area on various committees and work groups.
• Engineering Process Management: Using established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
• Design Engineer: Serving as Designer for development of contract packages for bridges, culverts and other structures. Developing design plans, specifications, special provisions, quantities, project cost estimates, and construction cost estimates. Coordinating with other disciplines including the roadway; drainage; geotechnical; utilities, right- of-way; hydraulic and hydrologic; traffic; environmental; and construction disciplines. Reviewing reports by other disciplines. Developing conceptual plans, preliminary plans.
• Technical Support: Providing technical support during construction for replacement, rehabilitation and maintenance of bridges, culverts and other structures.
• Communication: Establishing an effective line of communication between VDOT, contractors, government agencies and the public. Investigating issues and resolve complaints.
• Project Management: Assisting in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Completing multiple concurrent tasks and assignments, and report updates on their status.
Minimum Qualifications
• Ability to develop comprehensive, complete, and professional reports and presentations.
• Ability to complete structural analysis and design of bridge components, culverts and other structures.
• Ability to complete data-driven analysis of large bridge inventory and condition, maintenance, financial and other data sets.
• Ability to use Excel to complete analysis of data.
• Ability to complete comprehensive, complete and professional reports and presentations.
• Ability to communicate effectively orally and in writing with internal and external customers.
• Ability to complete multiple concurrent tasks and assignments.
Additional Considerations
• Experience with data analysis, statistical analysis, bridge or maintenance management systems, life cycle cost analysis, multi-objective prioritization analysis, or performance management analysis.
• Experience with Excel, Python, Tableau, Power BI, statistical software, GIS software, SQL and VBA for complex data analysis, SharePoint Sites, web pages, and dashboards.
• A combination of training, experience, or education in Civil Engineering, Data Decision Analysis, or related field desired.
• Knowledge of deterioration modeling, NBI and NBE bridge inspection data, and preservation and preventative maintenance practices.
• Experience with the use of and theory behind bridge management analysis modules within AASHTOWare BrM framework.
• Experience scoping bridge projects; designing and analysis of structural elements; sizing and detailing of components, and VDOT and AASHTO standards.
• Engineer-in-Training (EIT) or Professional Engineer's (PE) license.
• Experience developing plans, specifications, special provisions, quantities, project and construct cost estimates.
• Completed NBIS in-service bridge inspection. Completed element level inspection and have in-depth knowledge of the AASHTO Manual for Bridge element inspection.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
