As a Crew Leader, you will serve as a member and leader of a work crew performing a combination of skilled equipment operation, preventive maintenance, and manual labor tasks in order to maintain Virginia's roadways.
The position specific responsibilities and duties will include, but are not limited to:
• Ability to compile data, prepare reports, and maintain records.
• Ability to provide on-site direction and technical guidance.
• Knowledge of inventory and budgeting practices.
• Ability to track daily accomplishments, prepare written reports, and documents.
• Skill in coordinating and scheduling daily work, personnel and equipment. Ability to provide technical direction and guidance to a variety of laborers and oversee their work.
• Skill in the use of computers and software applications.
• Knowledge of safety policies, procedures, and programs related to roadway construction and maintenance.
• Ability to read and interpret highway plans, sketches, and technical documents.
• Considerable skill in the operation of light, medium, and heavy-duty equipment used for highway maintenance and emergency maintenance operations.
• Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.
• Ability to read and follow oral and written instructions.
• Knowledge and application of work zone safety, traffic controls and flagging operations to include the Manual of Uniform Traffic Control Devices (MUTCD).
• Ability to communicate effectively orally and in writing.
• Ability to plan work schedules and identify and assign manpower, materials, and equipment needed to accomplish the job.
• Considerable knowledge of highway maintenance equipment, materials, methods, and procedures.
• Considerable skill in the operation and maintenance of hand-held and power tools.
• Ability to perform heavy manual labor and use hand and power tools.
• Skill in providing and promoting good customer service to internal and external customers.
Licenses and certifications needed for the position:
• Commercial Driver' License (CDL)
• Basic Tree Cutting & Chainsaw Operator
• Intermediate Work Zone Traffic Control Safety
• CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course
• Flagger
VDOT is an emergency response agency, and this position is the core of this requirement, therefore you will work outside of normal work hours during emergency operations. All employees are required to work in emergency situations, to include weekends, holidays, and after normal business hours; assignments may vary based on business needs.
This position also requires approved safety shoes as a reimbursable expense.
All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7, 2022, new Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL to a Class A from a Class B, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.
Minimum Qualifications
• Ability to interpret and apply work zone safety and traffic control manuals.
• Ability to lead, direct, oversee the work of others and train others.
• Skill in the use of computers and software applications.
• Basic knowledge of inventory procedures.
• Considerable knowledge of highway maintenance and construction practices and procedures.
• Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.
• Skill operating and maintaining light and medium trucks and equipment.
• Ability to perform heavy manual labor and use hand and power tools.
• Ability to work in inclement weather and to respond to accidents, and emergency/disaster response, etc. during/after normal work hours including nights, weekends, and holidays.
Additional Considerations
• Experience using computers and software applications.
• Experience preparing reports and keeping records.
• Experience applying inventory practices and procedures.
• Experience leading and training work crews.
• A combination of training, experience, and/or education in Construction or related field desired.
• Experience in roadway maintenance and repair activities (including gravel road maintenance – for certain locations).
• Experience in work zone set-up, traffic controls and flagging to include using the MUTCD or similar regulations. Experience overseeing the work of others.
• Emergency operations experience to include snow-removal, storm damage, and accident clean-up.
• Licenses and certifications in: Commercial Driver' License (CDL); Basic Tree Cutting & Chainsaw Operator; Intermediate Work Zone Traffic Control Safety; CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course; and Flagger.
